Only Two TKO Executives Hold Authority Over WWE Creative, Report Says

When it comes to WWE’s creative direction, the buck ultimately stops with two people at the top of TKO Group Holdings — and it isn’t Triple H.

While WWE Chief Content Officer Paul Levesque handles the day-to-day creative operation, TKO President and COO Mark Shapiro and CEO Ari Emanuel are the only figures within the parent company with the authority to directly influence WWE’s booking. That’s according to Sean Ross Sapp, who addressed the topic during a recent Fightful Select Q&A session.

Sapp noted that everything he has gathered points to Shapiro and Emanuel being the sole TKO executives capable of stepping in on creative matters. Shapiro himself has previously confirmed as much, telling students at the University of Alabama that TKO retains full authority over WWE’s creative if it chooses to exercise it.

Sapp also connected that dynamic to some of the more surprising creative decisions WWE has made in recent memory, suggesting that certain unexpected twists have originated from TKO’s involvement rather than from Levesque’s team. A notable example cited was the WrestleMania 42 storyline around Pat McAfee, who was introduced as Randy Orton’s mystery caller and subsequently folded into a rivalry with Cody Rhodes. According to Sapp, Ari Emanuel had significant influence over that particular creative direction. McAfee ultimately exited the angle after it attracted considerable criticism from fans.

The clarification paints a clearer picture of how creative power is structured within WWE’s corporate hierarchy — Triple H runs the show on a weekly basis, but TKO’s top brass can redirect the train whenever they see fit.
